Yep! any model used for that purpose. I see it as a definition on what you use the model for (simulating individuals). Not any particular form of the model. But googling a bit I am realizing that the term is more widely used that I thought it was! so you may be right that it is used for any model.

I think it may be a bit more specific than. I read it as a model with parameters that can be fit individuals and then simulate or make other predictions.

I admire all the chairs of study sections I've worked with. What a tough job!
