It appears to be an action by the Drivers Union.
There is some sort of car-based demonstration or protest happening in Seattle on S Jackson Street with dozens of cars honking loudly. It appears to be aimed at Uber and Lyft. Another sign I could make out read “stop overcharging riders.”
