- Under U.S. foreign relations law (& practice), the President can unilaterally terminate treaties. No Congressional authorization is required (even though the North Atlantic Treaty was Senate approved).

How it started: 2008, I presented an essay on a stronger European security pillar in NATO at NATO HQ.
How it's going: 2025, back at NATO (new HQ though) with a delegation of the Dutch Advisory Council on International Affairs. Same topics, but dramatically raised urgency.
