Think a huge amount has been lost over the decades by the left not defending the idea of the welfare state as a social insurance scheme - a risk pooling endeavour across a society
"Contribution" is the great magic bullet of politicos desperate to try and finesse their way through welfare politics

The reason contribution quickly faded as a basis of the welfare state is, as Saul alludes to, that those who need the help most may by definition have financially contributed less
