Using services based on “self ID” (the gender role in which they present) regardless of GRC is right there in the EHRC’s 2011 Code of Practice.
It’s in the EHRC’s own 2022 guidance.
The Labour Gov recognised this too a matter of months ago.

13.57 If a service provider provides single- or separate sex services for women and men, or provides services differently to women and men, they should treat transsexual people according to the gender role in which they present. However, the Act does permit the service provider to provide a different service or exclude a person from the service who is proposing to undergo, is undergoing or who has undergone gender reassignment. This will only be lawful where the exclusion is a proportionate means of achieving a legitimate. There are circumstances where a lawfully-established separate or single-sex service provider can prevent, limit or modify trans people’s access to the service. This is allowed under the Act. However, limiting or modifying access to, or excluding a trans person from, the separate or single-sex service of the gender in which they present might be unlawful if you cannot show such action is a proportionate means of achieving a legitimate aim. This applies whether the person has a Gender Recognition Certificate or not. You will need to balance the interests of trans people with those of other service users. Does the reason for limiting access or excluding trans people from your service outweigh any discriminatory effects of the treatment? (i.e. the impact on trans people of exclusion is outweighed by the impact on other users if they were included) If it doesn’t, it might be unlawful to exclude a trans person from the single sex service of the gender in which they present or limit their access to the service. If it does, it is likely to be lawful to exclude a trans person from the single sex service of the gender in which they present or modify or limit their access to the service. You should always balance and take account of the needs of different groups. Overall, 404 individual pieces of guidance which fit the response criteria outlined on the call for input gov.uk page were submitted. After reviewing these examples, we found that the majority seem to correctly interpret the Equality Act’s single-sex spaces provisions. In some cases, guidance reflected the organisation’s own policy to allow those with the ‘gender reassignment’ protected characteristic access to single-sex spaces that correspond with their self-identified gender, but did not incorrectly suggest that this is mandated by the Act. Had organisations suggested that their policy was mandated by the Act, however, this would have been a clear misinterpretation of the law.
