I think using an active lane is more dangerous then using curbspace and there are literally thousands of opportunities to write tickets for people doing the former.

I think you can debate what actually endangers people all you want, but there are literally thousands of vehicles (uber/Waymo, etc.) stopping actual moving lanes to load/unload people that cause more danger than an abandoned taxi stand.
