As someone who worked with dopamine deficient mice and DAT-TH KO mice that were largely ‘normal’ (not cited therein), I’d say that’s a big MAYBE. Something going on there, we don’t know what, and is doesn’t prove that the dynamics are unimportant under physiologically relevant conditions.
