Yes, universities appear to be acting as if either (a) the loss in funding is permanent or (b) they're illiquid, and it's not clear to me that either is the case

Right, so JPM loans Columbia $400M, which it pays to the labs that should be getting federal $. If Columbia recoups the $400M from the federal government, they owe it (plus some fee) to JPM. If the odds of recouping the $400M are good, then JPM's fee should be low

If Columbia's legal chances are very good, shouldn't some liquid financial institution (say JP Morgan) be willing to provide short term funding to keep the lights on in exchange for a share of future revenue? Does the fact JPM isn't doing this suggest the odds aren't good, or some other friction?
