Because electeds won't want to risk their policy leading to the inevitable political backlash from just one incident. Even an incident elsewhere can influence an elected's policy decisions because they won't want to go through what the other elected went through. Not mention budget considerations.

Perception is reality and has a massive impact on policy making. One shoe bomber = 20 years of taking off shoes at the airport. Today hundreds of hours of body cam videos are being uploaded to YouTube everyday influencing that perception. Ignore it and your policy collapses.

One of the problems is we now expect every beat cop to instantly turn in a CAG operator in the event of a mass shooting, because that's been the only "solution".

The unarmed community patrol will be disbanded as soon as one is killed. And a Gendarmerie forgets all the lessons of responding to a mass shooting, first on scene go in, which is why every patrol car in the US has an AR in it.
