That depends on:
- Keeping GIP green
- Avoiding public backlash
- Embedding competition in cooperation

Global spillovers:

✅ Positive: race to the top → faster innovation, cheaper tech, deeper climate cooperation.
❌ Negative: trade barriers, higher costs, geopolitical conflict, growing divides.
