Ofc if the uploader isn't from the EU then GDPR doesn't apply to them. If yes, then it would be the national data protection authority who would fine them. (They'd probably receive a complaint first.) GDPR exempts private activities but again posting it publicly might put the uploader in trouble

There might be a problem with making it public like this, though. But GDPR is quite nuanced and complex and a comment from an actual gdpr-focused lawyer would be more useful than quick Google searches I am afraid ... 2/2

It's questionable under GDPR but whether it's scraped or collected doesn't matter. There are provisions that allow you to collect data like this, e.g. for academic research, and the need to ask for consent is also limited under some circumstances. 1/2
