Is there a white-paper equivalent on any of this, that can be directly taken to the representation? Because in reality, no change will happen before legislation happens. And I would not even say, imo, that the current innaction is due to lack of awareness of the issue (of the cracks)

I wonder if the ever expanding horizon of totality of human knowledge also comes into play, as a sort of horrible inflation. A community that offers simplistic answers to questions too complex to address also offers a "closed economy", with a promise of more power of knowing.
