I would want to measure effect/outcomes of decision over time. Making measurement cheap is hard. If measurement shows no/negative effect I need new tactics like collaboration, incentives, enforcement, or else better decisions

8/ There have been numerous complaints about this practice, which appears to be taking place in many different units on many different fronts in Ukraine. It's possible that some men are deliberately being sent to their deaths so that their commanders can steal their salaries.

People don't need to admit "we made stupid choices", they just need to be in a position to evaluate the costs afresh. Stubborn ones will continue denial but a new cohort will take the option with less suffering
