So I've used COBRA a few times in NYC and this is not true in my experience. It is indeed quite expensive, but much cheaper than the exorbitantly priced exchange plans that offer the same level of coverage. There are cheaper exchange plans than my COBRA, but they're notably worse. YMMV of course!
