Part of this is that public agencies don’t do a good job of training their employees to manage consultants. It’s similar yet slightly different than managing people and IMO we do a poorly job of teaching people those skills.

It depends on the state. Some have their supreme courts in the same building. In both instances important things are happening but it’s also a place people want to see/a tourist attraction.

It’s actually common in many state capitols. There is one in Olympia.
