I fully agree, but did you mean "from China and the PRC," perhaps? The ROC has been fully assimilated by Taiwan at this point, but I do get that it is an issue.

Maybe Hualien has its own bike-sharing scheme, as did Tainan until it was integrated into YouBike a couple of years ago. Don't know -- haven't been to Hualien in years.

Taipei still leads, but YouBike has stations in most urban areas (but not Hualien, yet, I notice).
