Operations and maintenance is also a big cost. Also need to generate (and save) $ during operations to fund the decommissioning.

The cost fuel for a power reactors are very low; for power reactors you get about 1MWh from < 0.01 lb of low enriched uranium (LEU). If micro reactors and small modular reactors have similar performance, then the price in the article isn't crazy.
