This matches my experience. On the road in question above, a barrier protected cycle lane on both sides would protect cyclists (especially children riding to school) and force the drivers to slow down.

Democratic design that recognizes the needs of all road users is the way.

Vancouver is easy to idealize, not least because of how beautiful it is, but I think the city has taken some important steps toward tackling mobility justice.
