I first started noticing this around 2012, and then they were everywhere.
Nobody builds a hotel next to LIRR train tracks in East New York because they think it's a good place for a hotel. They build it because they're pretty sure the city is gonna house people in it.

Because you can wildly overcharge the city for housing the homeless. The city gets a homeless / migrant shelter without having to pay to build a shelter and overcome local opposition. The owner gets tenants who will always pay and won't complain about crime.

yes, me, who has seen dozens of these hotel/shelters operating all over Brownsville, Jamaica, etc

because in the last ten years there have been a ton of poorly constructed hotels built in marginal neighborhoods of NYC that were used for housing
