If you want to set Edge then it's:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Edge\

You can edit registry or push policy:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome
add string value "NewTabPageLocation"with value "about:blank"

Only works on AD or Entra joined Windows devices or if enrolled in Chrome Enterprise Core.

With tailscale installed on home assistant and phone they can talk from anywhere.

Or, and here me out here, have you looked at @tailscale.com.
Then you can use the manual setup for the Google assistant.
