The answer’s simple: cars cause road deaths, not pedestrians, not cyclists. Remove both and still cars crash into each other, buildings, even terrain. Circumscribe cars from city centers and death drops dramatically.

Leaders hadn’t considered truck ramming to be a problem, so long as perps were White, of the same class as leadership, or victims othered as out-groups, eg Charlottesville.

This crisis makes good opportunity to push hard, align with the majority, move the Overton window, and bollard out cars.

Make Westlake from 9th/Blanchard to Stewart in Denny Triangle pedestrian, bike, streetcar, timed and restricted delivery and emergency vehicles only, its stoplights gone, like Broadway in NYC started as Lean tactical urbanism. Bollard most entrances. Help Amazon and merchants host street fairs.

Maybe that war needs another front? Transit authorities could invite coffeestands into their terminals and install cupholders on their buses. Sure, nobody wants to sit on a coffee mess, so allow sales only for refillable unleakable thermoses. Why must drivers get all the toys and transit users none?

Alas, a few exceptions to the rule such as Davis, Port Townsend, Victoria, and even Portland, Vancouver, or San Francisco offer a hint of that compact city where the edge turns dark, better than Rochester, but none do it as well as surprisingly Ithaca. Land-use reform can't happen soon enough.
