School leaders also raised concerns that creating an inclusion measure may lead to some schools seeking to game the system in the decisions made about whether children are classed as having SEND.

School and council leaders warned that the current system penalises schools for being inclusive. One council director said in their area Ofsted had criticised the overall school system for not being inclusive in an area report but rated high excluding schools as being good or outstanding.
