Well, he must have meant something like; "The one who just obey me does not violate any law". Otherwise people in the opposition may feel strongly encouraged to revolt wouldnt they? Why not? take it to the streets! and save the democracy while you still can and save us all from this disaster.

this is not unusual to hire in graduates directly from school. Every tech company does this. They work hard a learn quickly with a steep learning curve. And they are fairly cheap offcourse, but you have to supervise and nurse them and then they will become an asset.
