If he can just magically fund his favorite programs, what incentive is there to end the shutdown? What lever does congress have left to rein in executive overreach?

And announced this afternoon that he’ll do it again, not from some other federal budget, but from a _private donation_. Am I wrong, or is this a massive escalation? It feels like we’re testing the waters on finding fully alternative funding models for the programs he likes.
