- The agricultural sector is now involved, which makes it harder to roll back the policy.

2) It was meant to follow the "polluter pays" principle, yet the current version seems more aligned with the idea that "polluters get paid." Which will make it unnecessarily for the tax payer.

I believe you may be overselling it. While there are clear strengths in the policy, there are also some notable shortcomings:
