In theory maybe (bureaucracies aren't incentivized to stay lean, so having one whose job is to keep the other ones lean makes sense (but then who keeps them lean?)) but that's not what this is; this is the "tampering destroying and punishing under the pretence of efficiency" department.

Is that because they'll just fall apart too quickly? What should I do with my old crappy books? Throwing them away seems like such a waste. Also, how crappy is crappy? I have books that are in decent (readable) condition and not very old (they are almost all softcover).
