The helicopter pilots (green) probably saw a plane on the blue approach and figured ATC was referring to that aircraft, when ATC was really referring to the aircraft on the purple approach.
There are systems that will warn you about possible collisions, but TCAS is typically disabled below 1000ft

I remember seeing it in Spokane just three weeks later. The scale is insane. Also extremely quiet.
