I’m not an expert on this, but my understanding is that pretty much revenue raising authority is with the state here in New York. If there is another way to raise revenue, I’m sure that somebody is looking for it.

The city is not able to levy taxes; the state controls that. The editorial correctly notes that Governor Hochul has said she doesn’t want new taxes. But she is running for reelection next year and could take a different approach since she’ll need strong support in New York City.
