Honestly we should remove or bury 676 and 95. The interstate highway system was a genius idea but now that we have information we can use to improve mitigate the unintended harms. We need to avoid highways through all our cities to create space for ppl who live and linger in the city

Adding a tax is a great way to shift demand (in a market with elastic demand). Look at what happened in NYC with congestion pricing!
