IMO, and this is what would trigger a lockout, the WNBPA don't believe the league is negotiating in good faith and refuse to speak further. This would be based on their most recent offer where wages weren't tied to growth.

But a deal needs to be agreed upon by November 30th or extension needs to be announced. A deal can be made during a lock out. But a lockout would signal how frayed relations/tensions are.
