Prior to 9/11, we didn't have DHS or ICE. We don't need DHS. The DOJ, FBI, and CIA were ok under their own management. Bush created a superfluous agency that needs to be retired. And, as for ICE, destroyed. Bush was dumb, but I don't think he meant to create the Gestapo.
