You look correct to me. It's surprising isn't it, because it is collected in the census. Maybe the reason is that the parent/child has the right for it to be confidential. So they have to declare it to each scool. This is useful -

It would be great to see your wishlist for data on these issues Sam. I feel like a lot could be found in public data on e.g. suspensions. Data on historic day-of-the-week attendance does exist in the MIS. We recently did this report and plan to do more like it: thekeygroup.com/news-insight...

Parents would find this very odd I think.

Teaching is the most important thing... but we can't observe its quality?

What if the inspection process was very different?

How does good teaching manifest in a way that can be observed? Exam results?
