Commissioner Bernard said it should be done by the secretary. She should not be micromanaged. This is a $4 million organization.

Mr. Freeze discusses about Purchase Cards for last minute orders. This increase flexiblity but there will be guardrails and multiple safe guards by leadership. There is training for use of these cards. An employee would be chosen with two lead staffs. Card stays inside the office.

New Business: Two year contract for Dr. Francis Jackson's two-year contract as the BOPC Parliamentarian as an hourly rate of $125. A question was asked about a bidding process - can the Board can vote today - they don't want to brake any rules. Motion carries!

Ms Bernice Smith. Love the new park. But cannot stand what is happening in the area with the killings. She is 93 YO and loves the City but it is being misused because people are angry with each. Why do people bring guns to a Party? She likes that the parents are being held responsible.

There is a concern about the youth who are doing harm and stealing. The Response was Officers are working on parent responsiblity and increase in fine. Officers states - if you see kids violating curfew - call 911. There has been a decline in violators.

Commissioner Bernard asked about a stabbing at a bed/breakfast - suspect is identified but not in custody. Bernard said he was a big guy and kept stabbing people. She is afraid. She calls him "the Butcher". What resources have been dedicated to get this suspect. Officer knows someone is hiding him.
