What’s the difference in value between 31 and 45? I feel as if NHL draft picks don’t have a huge amount of value drop after 15-20 on a normal year.

What if I slip and fall while walking on a sidewalk that is under the domain of either DC Government (through various agencies) or Federal Government? Is it possible to sue the city for negligence?
