I think it's sarcasm. It's also a reference to "russkiy mir," literally "Russian world" or "Russian peace." Russian nationalists use the concept to refer to a territory larger than Russia's actual borders. Hence Denys Davydov's pointed sarcasm in saying "peace supporter."
