Horses are strong active physical creatures, should we keep them locked in stables 24 hrs a day to mitigate any risk of injury or early death? By the way I appreciate your openness to debate.

You're correct but some did die because others took risk, so do we ban cars to mitigate that risk? I don't want any horse to die but in many things we do death can be a consequence, if rare, so we shouldn't ban something because of that risk is all I'm saying. If you reply I'll give you an example.

1607 people died in car accidents in 12 months to June 24 (not including horrific injuries)...let's also ban cars. Death is part of life, if we ban anything which causing death then life can not exist. No one says let's ban London marathon because someone died of a heart attack do they?

I work front line administration, it's chaos everyday, and I mean chaos. One thing people don't need to worry about is redundancies, turnover alone is so high these "cuts" could be achieved in 6 months not 5 years.

Where is all the money going? Tax intake has doubled since 2009-10, civil service headcount is only slightly higher than 2009-10 but lower as proportion of UK population. Salaries have been suppressed, in some cases 25% lower than inflation over same period. So we're is the money went?
