⚠️New paper in Cities: “Uneven value capture in Spain: implications for wealth distribution and property prices.”

We find that value capture (property taxes and developer obligations) decrease in booming urban areas, weakening wealth distribution and worsening housign affordability.

Even these solutions (infill development, missing-middle housing, and zoning reform) are likely to have less impact than expected in housing prices, unless housing is offered below market prices (e.g., social housing).

Dear @maragay.bsky.social, It's no surprise that someone who has invested their life savings in housing is reluctant to lose it. The real question is why people have to do this to secure a home, and whether land policies are the right solution.
