Not clear to me, at least from the last ~30 years I’ve been conscious of pardons, that there has been a norm excluding politically motivated pardons (as opposed to claims of innocence or changes in stds of culpability).

But the pardon power is a part of constitutionalism and the “rule of law.” There is no question that Biden acted lawfully. If there is a concern, it is about whether he violated a norm and, if so, whether it matters.
