Would not this provision, if they decided to implement it, completely discourage those of us in other countries from investing in US companies? Seems a bit insane.

Kinda like, "Hey sucker, come over here so we can hang the Sword of Damocles over you. Have a nice day."

Seems to me this will affect all foreign pension funds and investment houses holding US dividend paying equities if they deem us to be "bad" countries, like Canada and the EU.

Here in Canada people are trying to stay calm, but the overall thrust is to get the hell out of US equities.
