Kinger also has admin control / the ability to manipulate the circus. Both in episodes 3 (he's literally glowing) and episode 6 (the healing butterfly).
As per motives, I'm not sure. Clearly both Cain and Kinger care about the players, but both do it very differently from each other.

The Sandman comics are so well written and life changing, they directly affect my own writing. Sandman is no longer on my shelf of honor, and i don't think I can stomach reading it anymore
