Definitely a choice. What Paris is doing about this issue isn't because they have so much money. It's because leaders there decided that people getting run over and breathing exhaust in front of schools was actually worse than car owners being inconvenienced. Sadly, authorities in the UK disagree.
Paris turned roads for cars into streets for school kids and it’s a great lesson in priorities
Paris is putting families first.
