To remove any potential for merchants not accepting certain cards, collect the same fees but part from banks rather than merchants.

Seems to me that Visa/Mastercard could simply charge the same interchange fees regardless of the type of card. Have the issuing banks eat the additional cost since they promoted the premium cards with additional rewards.
