The Speaker of the House is advocating that the executive be given the powers of the purse. Think of the consequences -- as long as there is money allocated to ANYTHING, the president decides what to spend it on. You want cash for healthcare? Thanks for helping me create a private ICE army!

He's creating a perverse incentive structure to break the law. If he appoints you and you don't break the law for him, he investigates you. But if you do what he says, here comes the pardon. He is above the law.
