This is precisely why having this cut first, fix later is so problematic.
They didn't ask for clarity on this. They simply blasted it as fraud and waste, accusing the agency of permitting payments for deceased individuals to occur unchecked. They don't care to understand. It's all for the cameras.

So, just a heads up on fact-astic info, I have found that this statement of "running out of water" wasn't 100% true.

The water was there but when it was being drawn on from tons of sources, the water pressure had depleted and none came out of the hydrants.
