Do you know if airlines (specifically Ryanair) will try to charge the tax on flights booked before the implementation date for flights from March onwards?

We did ours last night, but my wife was very reluctant to give the information they were asking for. In a modern western country like France, when the government, banks and welfare services have a huge amount of data on the population, it seems slightly bizarre that a census still needs to be done.
