I think you are reading it wrong. Asylum seekers are only a small proportion of immigrants, and about a third of asylum seekers arrive in small boats. In other words, 12% of immigrants are asylum seekers, and a third of these (4% of immigrants) arrive in small boats. At least that is how I read it.
