For example, do they prioritise a treaty and let bureaucrats iron out details in non-binding instruments? Or do they first experiment with low-commitment agreements before eventually settling on a more permanent treaty?

Looking at COP decisions outside the UNFCCC, we find evidence of climate mainstreaming in environmental treaties. In some regimes, such as freshwater and oceans governance, up to 60% of decisions are climate-related. Check out our policy brief: www.iea.ulaval.ca/sites/iea.ul... @unep.org

Trump’s "reciprocal tariffs" will hit developing countries especially hard. They typically have higher tariffs than wealthier countries and will be pushed to lower these tariffs. This could prematurely expose some of their nascent industries to foreign competition.
