Have you read “Iron Council” by China Melville? Not quite as fantasy as this, but a group steals a train and is constantly laying new track then ripping it up to reuse after the train passes.

Maybe it’s intentionally obstructive - stops you leaning agains the window, and also stops you putting anything in front of it too. JR has some cunning folk in the design group!
