The culture that obtains in Overseas Chinese communities (before they become assimilated into the local culture) is one of unadulterated Confucian 礼. The harsh and bureaucratic 法 cannot obtain without a totalizing state apparatus capable of political violence

Give Chinese people political power and they become stuffy, insufferable, and deracinated bureaucrats (Mainland China, Singapore). Deprive them of political power and they become hardy, enterprising, and culturally rooted survivors (anywhere with a significant Chinese diaspora).
