The focus of debate is also shifting incredibly slowly: from whether it’s happening, to whether it’s serious, and now to what and how much to do about it. Once the current phase is over and we’re firmly on 2C+, will the emphasis move to “who’s to blame” as we talk reparations and adaptations?
